I provide strategic counsel to health care organizations and policymakers, drawing on deep experience at the intersection of government policy and market operations. My career has been defined by a dual focus: designing nationally recognized health reforms and leading major business lines to execute on those strategies.
Executive Leadership: Most recently, I served as the Oregon Market President for PacificSource Health Plans, overseeing strategy for over 500,000 members across Commercial, Medicare, and Medicaid lines of business. I led the organization through the successful bid to launch a new Program for All-Inclusive Care for the Elderly (PACE). I understand the pressures of P&L responsibility, provider partnership negotiations, and the necessity of strategic growth in a competitive landscape.
Policy & Government Strategy: Prior to the private sector, I served as the Health Care Advisor to Governor Kate Brown and Director of the Health Policy and Analytics Division for the Oregon Health Authority. I have led teams of over 200 staff, negotiated two federal 1115 Medicaid waivers, led the launch of a Basic Health Plan program, served as the executive leader of a statewide Medicaid managed care procurement, successfully and spearheaded the design and launch of Oregon’s Cost Growth Target and Market Oversight programs.
Health Care Financing & Regulation: I have deep experience in health care financing and regulation on both the government and private sector sides. I've successfully negotiated developed multiple provider tax, intergovermental transfer and Medicaid budget packages. i have expertise in various federal health care funding mechanisms including Medicaid/CHIP, Medicare, and various state waivers (1115 Medicaid demonstration, 1331 Basic Health Plan, and 1332 state innovation and reinsurance programs). I have with experience in health plan, hospital, and other provider financing, contracting and health plan and managed care rate development and regulation.
